Every European democracy guarantees, in constitutional language, the right of citizens to initiate referendums. Hungary requires 200,000 valid signatures. Italy 500,000. Spain 500,000. Germany varies by Land into the millions. The European Citizens' Initiative — the only EU-wide instrument — requires one million validated signatures across at least seven member states.
On paper, the right exists.
In practice, it collapses. Italian referendum questions are rejected on formal grounds by the Corte di Cassazione. Hungarian referendum questions are rejected by the National Election Commission at a roughly two-thirds rate. Paper signature collection is regional, manual, and operationally crushing for almost any civic group attempting it without dedicated infrastructure.
Most initiatives don't fail on their merits. They fail because the infrastructure to exercise the right has never been built.
What DEM·OS is
DEM·OS is the project to build that missing layer. An open, multi-jurisdictional civic-tech platform integrating national digital identity systems (Estonian Smart-ID, Italian SPID, Spanish DNIe, German Personalausweis, Belgian itsme, French FranceConnect, Danish MitID, and others) and the EU Digital Identity Wallet under eIDAS 2.0.
The platform itself is an €1.8 million, 18-month build, funded through a European consortium with Horizon Europe (Cluster 2 — Democracy), CERV 2026, the Open Society Foundations, and the major democracy foundations.
For jurisdictions where digital signature collection isn't yet legally permitted — Hungary being the central case in Central Europe — we run a parallel programme: legal-reform lobbying coordinated with national civic coalitions, and full operational support for the paper-collection workflow.
What this Kickstarter funds
A €50,000 crowdfunding round, even fully subscribed, would not build the platform. We considered framing it as if it could. We decided against it because backers deserve to know what their money actually buys.
The campaign funds three bounded foundational deliverables:
- The Founding White Paper — State of Citizen Initiative Infrastructure in Europe, 2026. All 27 member states. Open-licensed. €15,000.
- The Open Design System — Complete parchment-and-ink visual identity for any civic-tech project to use. €15,000.
- Three Pro Bono Scan Assessments — Real civic groups in Hungary, Italy, and one country chosen by backer vote. €15,000.
The remaining €5,000 covers campaign production.
What comes next
Between now and the Kickstarter launch in Q4 2026, we'll publish roughly one note per week here. Topics: the white paper's research methodology, the design system's decisions, the consortium-building process, the legal landscape across the EU. Honest progress, not marketing.
